Bill Hughes, Partner, serves as CohnReznick’s Federal Market Leader, where he is responsible for the strategic direction, growth strategy, client service, business development, practice development, recruiting, marketing, and all other aspects of practice operations. With more than 28 years of public accounting and consulting experience, Bill provides financial statement audit, audit readiness and remediation, OMB A-123 internal controls, and risk management solutions to federal agencies and the private sector. 

Throughout his career, Bill has focused on leading and managing high-performing teams on complex, transformational federal and private sector initiatives. Additionally, he is a senior subject matter expert on external CFO Act financial statement audits, Financial Improvement and Audit Readiness (FIAR) and Remediation, Government Accountability Office (GAO) Internal Control Framework (“Green Book”) / Office of Management and Budget (OMB) A-123, GAO Yellow Book (GAGAS), and GAO Financial Audit Manual (FAM) / Financial Information Systems Audit Manual (FISCAM) and Enterprise Risk Management (ERM) engagements.

He has significant expertise in implementing effective audit programs and robust systems of internal controls across numerous executive departments of the federal government helping agencies improve financial performance, optimize processes, and ensure taxpayer funds are spent efficiently, effectively, and for their intended purpose.

Before joining CohnReznick, Bill served as a Partner with Guidehouse (formerly PwC Public Sector LLP), where he focused on Defense and Civilian CFO and financial management transformation initiatives such as providing audit readiness support to the U.S. Department of the Air Force, U.S. Transportation Command, and U.S. Veterans Administration. Prior to Guidehouse (formerly PwC Public Sector LLP), Hughes was the founder, Managing Partner and Market Lead of the Public Sector at MorganFranklin. In that role, he led numerous financial improvement, internal controls, and audit readiness programs for the Department of Defense, Securities and Exchange Commission, Department of Treasury, and Department of Veterans Affairs and other Federal agencies.

Bill is a certified public accountant, a member of the American Society of Military Comptrollers (ASMC), a past-President and member of the Association of Government Accountants Northern Virginia chapter (NOVAGA), and a former Board Member of the Government Accountability Office (GAO) Green Book Advisory Council.
